Fair queuing is becoming increasingly prevalent in the internet and has been shown to improve performance in many circumstances. Performance could be improved even more if endpoints could detect the presence of fair queuing on a certain path and adjust their congestion control accordingly. If fair queuing is detected, the congestion control would not have to take cross traffic into account, which allows for more flexibility. In this paper, we develop the first algorithm that continuously checks if fair queuing is present on a path, with very high accuracy. When fair queuing is detected, a different congestion control can be chosen, which can result in reduced latency. Unlike an algorithm proposed in a previous paper of us, the approach presented here does not only detect the presence of fair queuing once at flow startup but it does so continuously.

Large Vision & Language models pretrained on web-scale data provide representations that are invaluable for numerous V&L problems. However, it is unclear how they can be used for reasoning about user-specific visual concepts in unstructured language. This problem arises in multiple domains, from personalized image retrieval to personalized interaction with smart devices. We introduce a new learning setup called Personalized Vision & Language (PerVL) with two new benchmark datasets for retrieving and segmenting user-specific "personalized" concepts "in the wild". In PerVL, one should learn personalized concepts (1) independently of the downstream task (2) allowing a pretrained model to reason about them with free language, and (3) does not require personalized negative examples. We propose an architecture for solving PerVL that operates by extending the input vocabulary of a pretrained model with new word embeddings for the new personalized concepts. What are the fundamental differences between an Islamic economy and capitalism? The Islamic economy is characterized by the prohibition of Riba (interest) and the enforcement of Mudaraba (joint venture) and Waqf (donation). We propose new econophysics models of wealth exchange and redistribution to quantitatively compare these characteristics with the differences in capitalism, and evaluate wealth distribution and disparities by simulation. Specifically, we propose a loan interest model representing finance capitalism and Riba, a joint venture model representing shareholder capitalism and Mudaraba with respect to exchange, and a transfer model representing inheritance tax and Waqf with respect to redistribution. As exchanges are repeated from an initial uniform distribution of wealth, the distribution of wealth approaches a power-law distribution more quickly in the loan than in the joint, and the Gini index, which represents disparity, rapidly increases.
